Q. I'm in a deep interests of both android tablet. Would purchase one of them as soon as I know whether if those tablet has phone functionality such as phone calls, messanging service and of course 3G.

A. As of now the US version of the Galaxy doesn't have phone capabilities although some hacking has allowed us over sprint edge service. In Europe it does come with phone capabilities. The Dell Streak reviews mention phone capabilities, I don't know if the carriers will make them disable it in the US like they did the Galaxy. Maybe someone else will have more updated info.

A. You can surf the web with an android device, however,

And Tablet is just an indication of the form factor (in this case it'll look like a screen).

Depending from which brand you buy one, if it has touchscreen yes, then most likely you'll be able to get an app for drawing on it.
However, drawing on a tablet is not easy, and not nearly as fun as drawing on a paper, simply because the pen you're using on the screen does not touch the screen at the point where the color line will be drawn, but a few millimeters above it. This will give you less accuracy on where the line will be drawn, and in many cases it could mess up a picture.
Also many touchscreens are lagging behind in time, so the experience on drawing on a tablet is going to be significantly less than on a real paper.

iPad 2 Disadvantages:
1. No Flash.
2. No SD expansion; no HDMI port; no USB port.
3. ASUS Eee Transformer has a better display (10.1 inch, 1280x800, IPS vs 9.7 inch, 1024x768, IPS).
4. iPad's camera resolution is a lousy 0.7 MP.
5. Expensive.
If you'd like an Android tablet with an even better display than the iPad 2, with a good array of ports (mini HDMI, SD, micro SD), with better cameras, at a lower price, and with a slick dock/keyboard option, choose the ASUS Eee Transformer (TF101).
